Neighbourhood Plans
Bletchley and Fenny Stratford Town Council will soon be launching their public consultation on the local Neighbourhood Plan, which will shape the future of Bletchley & Fenny Stratford area for current and future residents. (Please note, there are separate Neighbourhood Plans for the Lakes Estate and for West Bletchley Parish Council area).
What is a Neighbourhood Plan?
The Neighbourhood Plan is our community’s blueprint for how Bletchley and Fenny Stratford will grow up to 2050. It’s written by local people, for local people, and it sets out what kind of homes, shops, green spaces, and community facilities we want and where they should (or shouldn’t) go.
Once approved, it becomes entwined in planning law, meaning developers must follow it when proposing new builds.
What Does it Include?
Town Centre Regeneration – Reviving Queensway and Aylesbury Street with vibrant shops and community spaces.
Design & Character – Making sure new buildings fit our town’s look and feel.
Heritage & Identity – Protecting our history and canalside charm.
Green Spaces & Biodiversity – Safeguarding parks, trees, and wildlife corridors.
Walking, Cycling & Connectivity – Creating safer, greener routes for everyone.
Why is it Important?
The Neighbourhood Plan gives the Town Council the power to protect our community from development that doesn’t fit. By setting our own local rules on design, green spaces, heritage, housing mix and infrastructure, we make sure that whatever growth the Milton Keynes City Council MK2050 plan brings, it happens on our terms, in the right places, and in a way that strengthens Bletchley and Fenny Stratford rather than overwhelms them. Residents shape the town, not the developers.
Consultation Coming Soon
In summer 2026, the Town Council and Steering Group will launch the Regulation 14 public consultation.
Residents will be able to:
Read the plan online or in person
Share your views through surveys and drop‑ins
Help shape the final version before it goes to referendum
This is your chance to make sure Bletchley and Fenny Stratford grow the right way — protecting what we love and improving what we need.
Key Dates for the Neighbourhood Plan Consultation (Forecasted Dates, so subject to change):
May–June 2026 -Final edits to the draft plan, design codes and supporting documents.
July 2026 - Town Council signs off the full Regulation 14 consultation draft.
Summer 2026 - Regulation 14 Consultation during which residents, businesses and community groups can:
• Read the full plan
• Attend drop‑ins
• Complete surveys
• Submit comments
Autumn 2026 - Steering Group reviews all feedback and updates the plan.
Winter 2026/27 -Town Council submits the revised plan to Milton Keynes City Council (Regulation 15).
Early 2027 - Independent examination (Regulation 16–17).
Mid 2027 - Local Referendum — residents vote YES or NO. If YES, then the plan becomes planning law for Bletchley & Fenny Stratford
Preparation for the Neighbourhood Plan Consultation
A group of local resident volunteers has been working behind the scenes over the last year to capture all the best bits of Bletchley and Fenny Stratford that local people want to celebrate, protect and develop.
This information has been used to create some initial policy proposal ideas and there is an informal consultation to gather resident views before a formal consultation phase later this year. The Neighbourhood Plan will directly influence how land is used and developed in the area as well as protect and maintain green spaces in our community.
Bletchley and Fenny Stratford Town Council ran public engagement events on the Neighbourhood Plan policy ideas at this series of informal public engagement events in January and February 2024. More information to follow on next steps.

Read the existing Neighbourhood Plans for West Bletchley and the Lakes Estate which have positively influenced development and regeneration projects to date. The purpose of the new Bletchley & Fenny Stratford Neighbourhood Plan is to positively influence upcoming regeneration and development plans in the town, in particular the £23m Town Deal projects.
